Program Announcement: Retirement of the NYEIS

In response to feedback from our stakeholders, the Bureau of Early Intervention is embarking on a project to replace the aging NYEIS with a new robust solution called the EI-Hub. Roll-out of the EI-Hub is expected to be in 2023. Once implemented, the EI-Hub will replace the New York Early Intervention System (NYEIS).

NYEIS users are encouraged to review information from the April 20, 2020 webinar on EIP Record Retention Policy and EI-Hub Attachments. As discussed during the webinar and in subsequent FAQs, users must retrieve attachments from NYEIS as necessary for their files by September 1, 2021.

NYEIS is a centralized, web-based system that electronically manages Early Intervention Program (EIP) administrative tasks and provides for the exchange of information among municipalities, EIP providers and State administrators. The system was implemented incrementally statewide beginning September of 2010 and concluding in December of 2012. The system is designed to support the EIP's service delivery, provider approval, financial, administration, and management activities at both the local and state levels.

EIP activities must be recorded in NYEIS by municipalities and providers including initial intake, evaluation, eligibility determination, Individualized Family Service Plan development, service provision, collection of third party insurance information (Medicaid and Commercial Insurers) and entry of claims from providers requesting reimbursement for EI services provided. Effective April 1, 2013, EIP fiscal functions initiated in NYEIS result in data transmitted to the EI State Fiscal Agent (SFA) to enable the processing of claims.

NYEIS meets all mandated requirements of the Health Insurance Portability and Accountability Act (HIPAA), Family Education Rights and Privacy Act (FERPA), Individuals with Disabilities Education Act (IDEA), Title II-A of Article 25 of New York State Public Health Law, and Medicaid. It provides secure, role based access to end users and interfaces with other state systems.

NYEIS is currently maintained by NYS Office of Information Technology Services and operates within the State Data Center. It utilizes the Department of Health’s Health Commerce System (HCS) as the portal for access to the system and as the standard identity management and access service which is provided to authorized users.
