|Minimum Qualifications||Current license and registration to practice medicine in New York State and board certified in a medical specialty AND either a Master's Degree in Public Health or two years of experience in a public health program.|
|Preferred Qualifications||The candidate should have experience working with electronic health records in a medical practice or research setting. Some familiarity with performance measurement and quality improvement is also preferred. The ideal candidate should have a basic understanding of meaningful use and medical home principles and programs. Experience with insurance, particularly Medicaid and Medicare.|
|Responsibilities||Reporting directly to the Chief Medical Officer, the Public Health Physician will help to advance progressive use of health information technology (HIT), electronic health records, health information exchange (HIE) and meaningful use of data among clinicians and health care organizations in New York. The physician will develop linkages between HIT/HIE promotion and advanced use of health data to improve health care quality and safety; integrate meaningful use quality reporting with patient centered medical home and advanced primary care incentive programs to develop practice focused performance reporting; provide clinical input into development of the All Payer Data Warehouse and SHIN-NY, and policies needed for privacy and governance; participate in the development of Department policy regarding use of electronic health data, including privacy protections, use in measurement, data storage and release as well as other related topics; coordinate meaningful use data storage and data use with other responsible offices; represent the Department at external meetings and on subcommittees established to develop policies and guidelines for use and storage of electronic health information; participate in the review of proposals, oversight of clinical programs (such as stroke prevention) and supervision of staff; provide clinical guidance and feedback to Office of Quality and Patient Safety staff in various units and draft responses to funding opportunities.|
