|Minimum Qualifications||Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, G-23 (HPA1); OR a NYS employee with one year permanent or contingent-permanent services as a HPA1, G-23; OR a NYS employee with one year permanent or contingent-permanent competitive service in a G-21 or higher title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.|
|Preferred Qualifications||The preferred candidate will have experience with contract management and contract monitoring in the field of public health programs and research; excellent organizational, written and oral communication skills; the ability to function independently and manage multiple tasks and priorities; excellent interpersonal and supervisory skills; and experience with computer software such as Microsoft Word, Excel, PowerPoint and Access.|
|Responsibilities||Working in a team atmosphere with programs involving stem cell, breast cancer and spinal cord injury research, the incumbent will provide day-to-day supervision and leadership for professional and paraprofessional staff. The incumbent will oversee contract-related activities including: interpretation and application of applicable laws, rules, regulations, policy and requirements related to contract development and execution; approval of voucher payments and contract amendments; conduct site visits; and communications with contractors regarding program requirements. In addition, the incumbent will provide back-up support for fiscal operations.|
|Conditions of Employment||Permanent, full-time appointment. Limited in-state travel, including overnights and travel to areas that may not be served by public transportation, is required.|
