|Minimum Qualifications||Current Department of Health employee with permanent or contingent-permanent status as a Program Research Specialist 3, G-23 OR current DOH or NYS employee with one year of permanent or contingent-permanent service in a G-21 or higher title deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.|
|Preferred Qualifications||Oracle database management and analytical skills using programming languages, SAS and SQL; familiarity with laboratory and disease terminology; knowledge of disease coding platforms such as LOINC/SNOMED and medical file transfer Health Level 7(HL7) with the ability to extract manipulate and analyze data from a relational database; experience in communicable disease control research.|
|Responsibilities||The Program Research Specialist 3 will be responsible for the maintenance and enhancement of the Electronic Clinical Laboratory Reporting System (ECLRS). Duties Include: providing support to laboratories and hospitals that submit electronic information through the ECLRS, developing tools to compare data for surveillance, and ensure that data meets federal requirements and certification criteria, and quality assurance activities that include developing tools to check for missing reporting, evaluating the timeliness and completeness of reporting and generating quality assurance reports. This position will also provide input and be involved in national Health Level 7 (HL7) workgroup activities and participate in meetings and conference calls.|
|Conditions of Employment||Permanent, full-time appointment. Minimal travel to areas that may not be served by public transportation is required.|
