Minimum Qualifications Department of Health employee with permanent or contingent permanent service as a Health Program Administrator 4 (HPA4) OR Department of Health or other NYS employee with one year of permanent or contingent-permanent service in a title equated to salary G-27 or above and eligible for transfer to HPA4 under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications Experience with New York State personnel management, budget and other fiscal activities; strong writing and communication skills; and strong interpersonal skills and ability to coordinate activities across multiple organizational units.
Responsibilities The HPA4 will serve as the Administrative Manager for the Center for Community Health and be responsible for the oversight of all personnel-related activities for more than 800 employees within the Center, including development of strategies to meet the day-to-day staffing demands, as well as the oversight of approximately $2 billion in federal and state funding, including Health Research, Inc. (HRI) grant funding. Other responsibilities include the coordination of expenditure plans for numerous, complex, State and federal funding streams; the development and implementation of policies and standards related to Center, Department and HRI administrative activities; the evaluation of resources within the Center and Department to make recommendations to Center executive staff, Department fiscal staff, or HRI to identify resources to accomplish Department activities or for long-term strategic planning; the development of strategies to implement new program initiatives to assure integration within existing programs and resources; supervision of professional, administrative and clerical staff, and other related duties.
Conditions of Employment Permanent, full time. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.
