|Minimum Qualifications||Current Department of Health employee with permanent or contingent-permanent status as a Program Research Specialist 3, G-23 OR current Department of Health or New York State employee with one year of permanent or contingent-permanent service in a G-21 or higher title and deemed eligible for transfer to a PRS 3 under Section 52.6 or Section 70.1 of the Civil Service Law.|
|Preferred Qualifications||Experience in epidemiology, research design, and program evaluation in a public health program. Experience with data collection methods and data analysis using epidemiologic principles and methodologies. Experience using SAS or other statistical packages, MS Access or other relational databases, and Excel. Excellent oral and written communication skills.|
|Responsibilities||The Program Research Specialist 3 (PRS3) will provide data management and analysis support to the Comprehensive Family Planning and Reproductive Health Care Services Program in achieving stated outcomes. This position will collect, analyze, and interpret family planning data; provide continuous oversight of data collection activities for family planning providers through the review of data submissions and reports to assess the quality of the data; and ensure the timely and accurate reporting of federally qualified Title X measures. The PRS3 will act as the Program's primary point of contact for communications with the family planning data processing Program's primary point of contact for communications with the family planning data processing vendor, and will provide data-related training and technical assistance to program staff and participating family planning providers. The PRS 3 will collaborate with the Family Planning Center of Excellence on the implementation of performance measurement activities to identify areas for improvement and evaluate the effectiveness of strategies in improving outcomes, and utilize data indicators to track progress toward improvements in selected indicators as identified by program staff.|
|Conditions of Employment||Permanent, full-time appointment. Occasional travel, including overnights and travel to areas that may not be served by public transportation, is required.|
