|Minimum Qualifications||Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, G-23 OR current DOH or NYS employee with one year of permanent or contingent-permanent service in a G-21 or higher title deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 52.6 or Section 70.1 of the Civil Service Law.|
|Preferred Qualifications||Experience in contract management, administration of federal grants, development of Requests for Applications and Requests for Proposals, development of program policy and procedures, interpretation of federal regulations, supervision of staff and strong writing and communication skills.|
|Responsibilities||The Bureau of Supplemental Food Programs (BSFP), Resource Planning and Operations Unit (RPOU) is responsible for the fiscal and caseload management of the NYS Women, Infants and Children (WIC) program. Currently, WIC serves a monthly caseload of approximately 510,000 participants through 93 local agency contracts statewide valued at $115 million. The Health Program Administrator 1 will provide budgetary guidance and technical assistance to regional office and local agency staff; will directly supervise several program staff; oversee budget and contract management activities; correspond with USDA regarding WIC site development; and participate in developing strategies to maximize WIC statewide caseload to preserve federal revenue. This position also is responsible for the coordination of the BSFP Internal Controls Report and the various compliance audits conducted each year on BSFP.|
|Conditions of Employment||Permanent, full-time appointment. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.|
