|Minimum Qualifications||Nine (9) years professional experience in public health, public administration, public policy, social services, or a related field. This may include experience in a public health agency, public or private social services organization, or health provider. At least three (3) years of this experience must have included program management or supervision of professional level staff; OR Bachelor's degree and five (5) years of the above described experience. At least three (3) years of this experience must have included program management or supervision of professional level staff. A Master's degree may substitute for one year of experience. College study may be substituted for up to four years of the required general experience, at the rate of 15 semester credit hours equaling six months of the required experience.|
|Preferred Qualifications||Expertise with New York's Medicaid, CHPlus, and FHPlus eligibility and coverage policy issues; strong written and verbal communication, interpersonal, and organizational skills; experience prioritizing goals, implementing programs and allocating resources; expertise in publicly funded health insurance programs, especially with eligibility and coverage policy issues; and ability to work well under pressure and meet deadlines.|
|Responsibilities||The incumbent of this position will be responsible for providing policy analysis, support and subject matter expertise for NY State of Health and Medicaid/CHPlus systems design, development and implementation activities related to the Enrollment Center, Contact Center, NY State of Health, and to the Early Innovator project. The incumbent, under the guidance of the Project Director and senior leadership involved in implementation planning for the NY State of Health, will conduct research and analysis and develop policy options and recommendations for eligibility and enrollment activities as needed. Specific duties include: providing policy support and subject matter expertise (Medicaid, NYC policies and procedures) to assist with requirements gathering, documentation of business rules and processes regarding eligibility, enrollment and customer service issues related to a New York Health Insurance Exchange Systems Solution; researching, analyzing and drafting policy options regarding issues related to NY State of Health business operations, with a focus on integration with Medicaid eligibility and enrollment, customer service, and communications, including notices and appeals; providing policy support and subject matter expertise (Medicaid, NYC policies and procedures) to assist with implementation of statewide Enrollment Center, including premium assistance and other third party coverage issues, with a specific focus on New York City populations, systems, and protocols; participating in JAD sessions to lead the development of key components of the new eligibility system; providing the Project Director and project senior leadership with updates on the project's status including potential problems and proposed solutions; and complying with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables.|
