|Minimum Qualifications||Ten (10) years professional experience in the administration of public or private programs, public policy, public health, insurance or a related field. At least three (3) years of this experience must have included program management or supervision of professional level staff; OR a Bachelor's degree and six (6) years of above described experience. At least three (3) years of this experience must have included program management or supervision of professional level staff. College study may be substituted for up to four years of the required general experience, at the rate of 15 semester credit hours equaling six months of the required experience. A Master's degree may substitute for an additional one (1) year of experience.|
|Preferred Qualifications||Seven years experience working in the small group insurance market for a health plan or as a licensed insurance broker or consultant with small businesses on related issues. Licensed insurance broker preferred. Strong knowledge of New York's small business community. Excellent communication, interpersonal and leadership skills.|
|Responsibilities||Reporting to the Director of the SHOP Exchange, the incumbent of this position will assist in the development of the SHOP and serve as regional representative performing outreach and assistance to small businesses. Specific duties include but are not limited to the following: assist in planning and design of a SHOP Exchange that meets the needs of New York's small businesses and provides "added value" to the existing small group health insurance market; perform outreach to small businesses in specified regions of the State to make them aware of the opportunity to purchase coverage through the SHOP Exchange and the availability of federal tax credits toward the purchase of coverage for eligible small businesses; serve as a regional point of contact for insurance brokers, general agents, chambers of commerce and other third party assisters on matters related to the SHOP; assist small businesses with questions about the SHOP or in resolving issues or concerns about health insurance coverage for their employees; assist in the development and execution of an awareness campaign to educate small businesses in the region about the benefits of purchasing health insurance coverage through the Exchange; perform other duties related to the SHOP Exchange, as requested.|
