|Minimum Qualifications||Nine (9) years professional experience in the administration of public or private programs, public policy, public health, insurance or related field. At least three (3) years of this experience must have included program management or supervision of professional level staff; OR Bachelor's degree and five (5) years of above described experience. At least three (3) years of this experience must have included program management or supervision of professional level staff. College study may be substituted for up to four years of the required general experience, at the rate of 15 semester credit hours equaling six months of the required experience. A general experience, at the rate of 15 semester credit hours equaling six months of the required experience. A Master's degree may substitute for an additional one (1) year of experience.|
|Preferred Qualifications||Five years experience working in a senior management position in a managed care plan, insurance company or a management services organization that manages the day-to-day operations of a health plan, or government programs such as Medicaid managed care and/or Child Health Plus, including management of staff performing related duties. Knowledge of New York's managed care and insurance regulatory environment, public health insurance programs, and the requirements of the federal Affordable Care Act.|
|Responsibilities||The incumbent of this position will serve as Plan Management Team Supervisors reporting to the Director of Plan Management for the New York Health Benefit Exchange. Plan Management Team Supervisors will be responsible for issuing solicitations and managing all aspects of the relationship with Qualified Health Plans (QHPs) participating in the Exchange. The Exchange will provide affordable health insurance coverage to over one million additional New Yorkers through enrollment of QHPs. Specific duties shall include but not be limited to: in collaboration with the Director of Plan Management, assist in developing purchasing strategies to ensure that individuals and small businesses that purchase coverage through the Exchange have access to affordable, comprehensive health insurance coverage; assist in developing criteria for certification of Qualified Health Plans consistent with federal law and to achieve the goals of the Exchange; make recommendations regarding health plan certification to senior management of the Exchange; work in close collaboration with the Department of Financial Services to develop and implement the administration of a process to certify health plans for participation in the Exchange, including determining compliance with state and federal requirements, such as essential health benefits and network adequacy standards; direct and manage a team of professional staff responsible for the contractual relationships and day-to-day business relationships with a selection of Qualified Health Plans participating in the Exchange; and work with the Department of Health Office of Qualify and Patient Safety to monitor performance of Qualified Health Plans.|
