|Minimum Qualifications||Seven (7) years of professional experience in public or private programs, public policy, public health, insurance or related field; OR Bachelor's degree and three (3) years of above described experience. College study may be substituted for up to four years of the required experience, at the rate of 15 semester credits hours equaling six months of the required experience. A Master's degree may substitute for an additional one (1) year of experience.|
|Preferred Qualifications||Three years experience working in administrative or other positions in a managed care plan, insurance company or a management services organization that manages the day-to-day operations of a health plan, or in government programs such as Medicaid managed care and/or Child Health Plus. Knowledge of New York's managed care and insurance regulatory environment, public health insurance programs, and the requirements of the federal Affordable Care Act.|
|Responsibilities||The incumbent of these positions will serve as Plan Managers reporting to a Plan Management Team Supervisor for the New York Health Benefit Exchange. The incumbents will be part of a team charged with managing all aspects of the relationship with a specific Qualified Health Plan (QHP) participating in the Exchange. The Exchange will provide affordable health insurance coverage to over one million additional New Yorkers through enrollment in QHPs. Specific duties shall include but not be limited to: assist in implementing the purchasing strategies for the Exchange by participating in the development and review of health plan solicitations; review applications submitted by health plans applying for acceptance as QHPs in the Exchange. Such review shall include the applicant's compliance with federal law and rules, as well as compliance with additional state requirements, if any; collaborate with staff at the Department of Financial Services on issues related to regulatory compliance and premium rate approval and with the Exchange IT system integrator to ensure the accuracy of plan management information on the Exchange web portal; serve as contract manager and point of contact for the Department of Health's business relationship with designated QHPs, including but not limited to providing direction and working with the health plans to identify and/or resolve issues as they arise; act as liaison with the Exchange Chief Information Officer, the Exchange IT Systems Integrator and customer service vendors for issues related to assigned QHPs.|
