|Minimum Qualifications||NYS employee with one year of permanent or contingent-permanent competitive service as a Principal Hearing Officer (G29 or M-3); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service as a Supervising Hearing Officer (G27) and eligible for transfer under Section 52.6 of the Civil Service Law; OR one year or more of permanent or contingent-permanent competitive service in a title at SG-27 or above and eligible for transfer under Section 70.4 of the Civil Service Law. (Candidates requesting consideration for transfer under Section 70.4 of the Civil Service Law must also be a graduate of an accredited law school with a LLB or JD degree, and may also need to meet additional conditions to qualify for consideration.)|
|Preferred Qualifications||Admission to the New York State Bar and a member in good standing with eight (8) years of post-Bar legal experience in trial of issues in courts of records or trial of adversarial proceedings, quasi-judicial in nature, before a government agency with five (5) of those years in program management and/or supervision of attorneys. Experience working as counsel for commercial insurance and/or public health insurance programs and/or with a legal services organization specializing in health law.|
|Responsibilities||Working as Appeals Manager for the New York State of Health the incumbent of this position will be responsible for managing the appeals processes for the Individual and Small Business Health Options (SHOP) Exchange. Reporting to the Counsel for the NY State of Health, the incumbent will supervise Supervising Hearing Officers and ensure that timely appeals hearings are available to individuals, employers, employees and health plans receiving determinations from the NY State of Health. The incumbent will also oversee legal support provided to Customer Support staff handling complex complaints.|
