Minimum Qualifications NYS employee with one year of permanent or contingent-permanent competitive service as a Hearing Officer (G25); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at SG-23 or above and eligible for transfer under Sections 70.4 or 52.6 of the Civil Service Law. (Candidates requesting consideration for transfer under Section 70.4 or 52.6 of the Civil Service Law must also be a graduate of an accredited law school with an LLB or JD degree, and may also need to meet additional conditions to qualify for consideration.)
Preferred Qualifications Admission to the New York State Bar and a member in good standing with two (2) years of post-Bar legal experience in trial of issues in courts of records or trial of adversarial proceedings, quasi-judicial in nature, before a government agency. The preferred candidate will have experience working as counsel for commercial insurance and/or public health insurance programs and/or with a legal services organization specializing in health law.
Responsibilities Working as Appeals Adjudicators for the New York Health Benefit Exchange (Exchange) the incumbents of these positions will be responsible for the review of requests for hearings on individual eligibility decisions, employee and employer appeals and Qualified Health Plan (QHP) de-certifications. Reporting to a Supervising Hearing Officer, the incumbents of these positions will work closely with Exchange customer support and appeals staff to ensure that individuals, employers and employees, and health plans receive prompt response to complaints and appeals.
