| Minimum Qualifications | Seven (7) years of business analysis experience, where 50% or more of the duties included experience in at least three of the five areas below: Using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organizations business needs; Describing in a comprehensive written document (e.g. business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do to fulfill the business requirement(s); Using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions to improve the efficiency and effectiveness of the business processes; Documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals; Developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and achieve the design capabilities. |
| Preferred Qualifications | Able to communicate and work effectively at all levels of the organization; Well-developed problem-solving abilities; Understanding of accounting practices and processes including General ledger, Accounts Payable, Accounts Receivable, and Billing; At least two (2) years experience in leading the development of functional requirements; At least one (1) year experience in developing deliverables defined by formal structured methodology. |
| Responsibilities | The incumbent of this position will report directly to the Project Director, the Lead Business Analyst Peoplesoft Financials is responsible for developing requirements, and supporting the design, configuration, testing, implementation and ongoing operation of Peoplesoft Financials to suit the financial management needs of the New York Health Benefit Exchange. Specific duties include but are not limited to: Performs as business process and subject matter expert for the State during the Financial Management implementation; Leads clients through design workshops, requirements collection and validation; Responsible for supporting the design and configuration of the PeopleSoft applications; Reviews and coordinates approvals for critical implementation processes throughout the project, such as: conversion, interface development, workflow configuration, and customization specifications; Supports the customer community during testing and deploying the configured application modules; Ongoing post implementation support to include coordination of enhancements, as well as production of financial reports to Health Exchange executives; Serves as the key liaison to the Chief Financial Officer of the New York Health Exchange; Provision of functional knowledge to assist the organization with financial performance information needs. |
