Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, G-23, OR Department of Health or NYS employee with one year of permanent or contingent-permanent service in a G-21 or higher title deemed eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications The applicant should have a broad range of administrative skills and experience including but not limited to working with health care-related data sets. The applicant should be able to work well independently and possess excellent writing and communication skills. The applicant should be proficient in Microsoft Office products including Power Point, Excel and Word. Ability to work autonomously with attention to detail.
Responsibilities The Health Program Administrator 1 will function within the Bureau of Health Informatics. The HPA 1 will provide program oversight of SPARCS service provisions, policies, procedures and reporting requirements. Other responsibilities will include, but may not be limited to: Assisting in analytics related to data requests, including billing and payments for SPARCS and Vital Statistics data requests; Assisting with data analytics related to data compliance, validation, robustness and quality; Interacting with a broad range of internal and external stakeholders; Assisting with Ad Hoc requests (these include FOIL requests, court ordered data releases, and special requests on the Commissioner's behalf); Interfacing with the health care facilities required to submit data to SPARCS and activities related to verifying the completeness of submissions and the accuracy and quality of the data; and other administrative duties as needed.
