|Minimum Qualifications||Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, SG-25; OR current New York State employee with one year of permanent or contingent-permanent service in a position allocated to a SG-23 or higher and deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.|
|Preferred Qualifications||Knowledge of the New York State Medicaid or other public health related policies including coverage, eligibility, managed care, and/or long term care, especially community based long term care programs. Should possess excellent written and verbal communication skills; excellent organizational skills with the ability to prioritize multiple assignments; experience supervising professional and support staff; proficiency in the use of Microsoft Suite tools including Word and Excel.|
|Responsibilities||Reporting to the Director of Long Term Care's Bureau of Managed Long Term Care, the incumbent of this position will provide leadership and management to support development of Medicaid policy guidelines, procedures and documentation to facilitate program operations for Managed Long Term Care (MLTC) including plan compliance, survey, and audits (including travel); conduct plan readiness reviews; develop program policies, procedures and standards; collect and analyze data or information and develop reports/recommendations regarding program activities or responsibilities; review workload statistics, assess program impact and develop proposed strategies for resolving identified problems; monitor and track program and plan progress in meeting established criteria; establish and maintain/oversee systems for control of program accomplishment; determine compliance with relevant Federal and State statutes and regulations; ensure CMS programmatic and reporting deadlines are met; review and develop recommendations regarding existing or proposed policy, rules and regulations and draft proposed revisions; provide development, training and technical assistance to providers and stakeholders; perform other duties as assigned.|
