Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Program Research Specialist 2, G-18 OR current DOH or NYS employee with one year of permanent or contingent-permanent service in a G-18 or higher title deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law OR a current NYS employee with one year of permanent or contingent-permanent service in a title G-11 or above, possessing a Bachelor's degree or higher, including or supplemented by nine (undergraduate or graduate level) credit hours in statistics, economics, econometrics, or research methods and eligible to transfer to Program Research Specialist trainee under Section 70.4 of Civil Service Law.
Preferred Qualifications The preferred candidate will have professional experience analyzing large administrative data sets to evaluate public health programs and/or policies. Programming experience using SAS and/or SQL. Familiarity with managed care or public health insurance such as Medicaid and Child Health Plus is a plus. Strong interpersonal skills and excellent written and verbal communication skills.
Responsibilities The Program Research Specialist 2 (PRS 2) will function as a data analyst in the Office of Quality and Patient Safety. The PRS 2 will perform descriptive and multivariate statistical analyses using administrative health and survey data. The PRS 2 will interpret and report findings on current policies to determine the policy's effectiveness in achieving stated objectives and will present study results to agency management, covering conclusions and recommendations based on findings.
