|Minimum Qualifications||Bachelor's degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and five years of professional research experience in that field; or a Master's degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and four years of professional research experience in that field; or a doctorate in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and two years of professional research experience in that field.|
|Preferred Qualifications||Strong research, statistical, evaluation, project management and supervision skills. Demonstrated experience in program monitoring and evaluation. Research experience in secondary data collection (e.g., hospital discharge data), data interrogation, data analysis, design and generation of technical and statistical reports, report writing and/or public presentation.|
|Responsibilities||As Project Director of the Statewide Planning and Research Cooperative System (SPARCS), the Research Scientist 4 (RS 4) will oversee the essential functions and research activities of the SPARCS Operations Unit, within the OQPS Bureau of Health Informatics (BHI). The RS 4 will be the lead to conceptualize, develop, and implement a comprehensive SPARCS research agenda of considerable interest to researchers, stakeholders, and other interested parties. Other responsibilities of the RS 4 include, but are not limited to: 1) supervise professional level research, operational and administrative staff; 2) oversee the efficiency, timeliness and quality of SPARCS data intake, compliance and statistical report generation; 3) continuous quality improvement of SPARCS data release policies, procedures and processes; and 4) manage staff responsible for the updating of forms, data dictionaries, websites, newsletters, etc. Interested candidates may learn more about SPARCS on the DOH Public Site at http://www.health.ny.gov/statistics/sparcs/.|
