Minimum Qualifications Current Department of Health Employee with one year or more of permanent or contingent-permanent service as a Health Program Administrator 4, SG-29; OR current NYS employee with one year or more permanent or contingent-permanent service in a position allocated to SG-27 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications Knowledge of the NYS Medicaid or other public health related policies including coverage, reimbursement, eligibility, long term care and managed care; excellent written and verbal communication skills; excellent organizational skills with the ability to prioritize multiple assignments and manage the work output of a busy unit; experience supervising professional and support staff; proficiency in the use of Microsoft Word and Excel.
Responsibilities Reporting directly to the Director of the Division of Long Term Care (DLTC), the incumbent of this position will direct and oversee all programmatic aspects of Managed Long Term Care Plans; direct and oversee all stages of implementation of MRT #90; collaborate with Director and program staff to develop program and operational goals, objectives and work plans for programs; provide assistance and direction in the reviews to ensure compliance with Federal and State regulations and DOH policies; oversee and direct staff with the survey or participating plans; review and evaluate the performance, accomplishments, and effectiveness of the bureau's program operations, in order to advise the Director of DLTC effectively; make recommendations to Director of DLTC to most effectively accomplish Division objectives; and other duties as assigned.
