Minimum Qualifications Ten years of professional level work experience, four of which must have included managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor's degree may be substituted for four years of the general professional experience; a master's degree in an appropriate field may be substituted for an additional year of that experience.
Preferred Qualifications Strong management and supervisory experience. Bachelor's Degree with a minimum of six (6) years experience working in the State's Medicaid program or other insurance market. At least 2 years of managed care experience and one year experience manipulating data residing in the data warehouse. Candidate should be familiar with the operation and functions of the OMH, OASAS, and OPWDD and the relationship to the Medicaid managed care program. Must have the ability to navigate change and develop directives that are effective and efficient. Should have an understanding of systems such as eMedNY, data warehouse, Salient etc.
Responsibilities Assist in the management of day to day operations of the Division. Incumbent will also be responsible for administrative activities such as budgets and human resource needs. Assist in the development of management reports and other written material needed to support Division objectives. Work with staff to ensure there is an effective system in place to monitor the provision of services to an enrolled population. Must understand the regulatory framework of managed care and develop needed policies and procedures. Coordinate and review activities with other colleagues in OHIP to promote a smooth transition of services. Develop and monitor system changes needed and work with finance rate setters to make sure plans are paying the right rate for services during transition periods. Assist with the development of State and federal managed care laws and regulations and analyze the impact on the overall industry. Also responsible for overseeing policy development and ensuring that the Division's goals and objectives are being met. Make presentations to stakeholders and respond to inquiries from the Governor's office and legislative staff. Assist in the understanding of various Medicaid data bases and system platforms currently being used.
