|Minimum Qualifications||Permanent Transfer Candidates: Department of Health or New York State employee with one year of permanent or contingent-permanent service as a Health Program Administrator, Medical Assistance Specialist 1, Management Specialist 1 or as a Standards Compliance Analyst 1. OR Current DOH or NYS employee with one year of permanent or contingent-permanent service at G-16 or higher and eligible for transfer under Section 70.4 of the Civil Service Law by also meeting the open-competitive qualifications listed below. Provisional Candidates: Open-competitive qualifications; Bachelor's degree and two years of professional administrative or professional clinical experience in one or more of the following areas: program administrative experience in a health care facility regulated by a governmental agency; responsibility for regulatory compliance and/or quality assurance activities in a health care delivery system; participating in the development or implementation of state or federal regulations that govern the provision of health care; clinical supervision of staff that provide health related services in a facility regulated by a governmental agency; or evaluating the quality of care provided to individuals to ensure that professional standards of practice are met and services comply with governmental regulations. A Master's Degree in health care administration, hospital administration, health care finance, public health or health policy and management may substitute for one year of experience. General administrative experience in personnel, budgeting, purchasing, security or maintenance is not qualifying. Experience in a physician's office or school setting is not considered qualifying.|
|Preferred Qualifications||Knowledge of health insurance, public health, and social services law related to managed care; experience providing technical assistance to outside partners; ability to analyze information and data; excellent written and verbal communication skills; excellent organizational skills with the ability to prioritize multiple assignments; ability to use Microsoft Word and Excel applications; knowledge of eMedNY.|
|Responsibilities||Within the Benefits and Coverage Policy Unit, the incumbent will assist with the development and implementation of policies governing New York State's Medicaid managed care program, specifically in the area of medical coverage. Specific responsibilities will include, but not be limited to, analysis of program requirements and development of program policy; responding to inquiries from managed care organizations, providers, and advocates; development and distribution of technical assistance documents; and participation in inter- and intra-agency workgroups.|
|Conditions of Employment||Transfer Candidate: permanent, full-time. Provisional Candidate: provisional pending examination, full-time. Periodic in-state travel is required, including travel to some areas that may not be served by public transportation.|
