MUNICIPALITIES AND OWNERS/OPERATORS OF PUBLIC DRINKING WATER SUPPLY SYSTEMS

New York State Drinking Water State Revolving Fund Intended Use Plan

Draft Amendment #1 to the Drinking Water State Revolving Fund Intended Use Plan issued October 1, 2009 was published in the April 28, 2010 issue of the Environmental Notice Bulletin. The comment period for the Draft Amendment #1 closed on May 13, 2010. The New York State Department of Health received no public comments pertaining to this amendment. Therefore, the amendment to the Drinking Water State Revolving Fund Intended Use Plan is final as shown below:

"The New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC) amended the Drinking Water State Revolving Fund (DWSRF) Final Intended Use Plan (IUP) dated October 1, 2009 to adjust the estimated project costs for five projects listed on the Project Readiness List and to add two projects to the Project Readiness List. Explanations of the reasons for the cost increases and project additions are provided below:

  • Project 17321, Hounsfield, Jefferson County.

    A cost increase of $72,330.00 based on revised estimates and to reconcile the amount closed with short term financing.

  • Project 17273, Mexico, Oswego County.

    A cost increase of $45,000 based on actual project costs after short term closing.

  • Project 15204 Hannibal, Oswego County.

    A cost increase of $2,338,000 based on revised estimates from the project engineer.

  • Project 17354, Whitehall, Washington County.

    A cost increase of $534,713 based on actual project construction costs incurred after short term closing.

  • Project 16692, Van Hornsville Water Works, Herkimer County.

    A cost increase of $114,750 based on revised estimates from the project applicant.

  • Project 17843, Tuxedo Park, Orange County.

    Project added to Readiness List for Guarantee financing.

  • Project 17844, Campbell, Steuben County.

    Project added to Readiness List for Guarantee financing.

The Department has determined that the project cost increases are necessary, reasonable and consistent with the original project concept and the scope of the projects has not changed. The two projects that were added to the Project Readiness List fall below the funding line. Therefore, the project priority rankings above the funding line were not altered and the project cost increases will not adversely affect any other project on the IUP Project Readiness List above the funding line. Except for the above-noted changes, there are no other changes to projects listed on the Project Readiness List or to the project priority rankings."
