Single Source Procurement: Provide Pharmacy Benefits Management (PBM) Services to the Department
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health has made a determination to issue a Single Source Procurement to extend contract C020463 with First Services Corporation that provides Pharmacy Benefits Management (PBM) services to the Department.
First Health Services Corporation was awarded contract the contract as a result of the competitive procurement process. This is a twenty-two-month extension that will allow the PBM system to be incorporated into the Medicaid Management Information System replacement system scheduled for implementation in June, 2012. Contracting with another vendor to provide the same services for such a minimal amount time would not be feasible.
