Single Source Procurement: Community Health Worker Program (CHWP) and Comprehensive Prenatal-Perinatal Services Network Program (CPPSNP)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, Bureau of Maternal and Child Health (BMCH) has made a determination to issue a Single Source Procurement to extend contract C021368 with Nassau County Dept of Health and contract C021369 with Niagara Falls Memorial Medical Center, for the purposes of continuing these Community Health Worker Program (CHWP) contracts. An additional three (3) months will be added to the contract periods, commencing October 1, 2014 and going through to and including December 31, 2014.

The Community Health Worker Program (CHWP) is a community based program designed to improve maternal and child health and birth outcomes for high-risk women through improved access to and enhanced utilization of Medicaid prenatal care and related maternal and infant health services. These programs target communities with high rates of adolescent pregnancies and births, low birth weight, infant mortality, access to late or no prenatal care, out of wedlock births and births to mothers on Medicaid. The programs serve Medicaid eligible women including racial and ethnic minorities, teenagers, victims of domestic violence, women with a history of alcohol or substance use, and women with multiple health risks and social and economic stressors. CHWP is a paraprofessional home visiting program that provides outreach, education, home visiting and case management services to high-risk pregnant and parenting women.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a three month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services. New competitively procured contracts are expected to begin on January 1, 2015.
