Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health has made a determination to issue a Single Source contract to the Legal Action Center, C024930, to foster collaboration and sharing of information among various constituencies about Information Technology Health. A competitive procurement was not feasible due to the Legal Action Center's unique role in the medical community and their relationship with consumer advocacy organizations.
