Single Source Procurement: Adolescent Health – PREP
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
PREP is a federal adolescent pregnancy prevention initiative. Current PREP contracts were awarded to eligible, not funded applications through the competitive Comprehensive Adolescent Pregnancy Prevention RFA #1007301230, for the period 7/1/2011 through 6/30/2016. Funding for this RFA was based on assuring adequate service provision in the highest need areas across the state. Funding was awarded to 8 organizations across New York State (NYS).
An additional award was granted to contract #C-026977 which was awarded as part of a federal impact study to address a priority population of adolescents residing in the foster care setting. This contract has already received an extension in order to sustain funding through the end of the impact study. As this contractor received an extension to ensure that they would be funded throughout the federal impact study, it has been excluded from this extension request.
PREP is the basis of a statewide primary prevention initiative that utilizes a youth development framework to implement comprehensive, evidence-based, and medically accurate sexuality education; ensure access to comprehensive reproductive healthcare and family planning services for teens; expand educational, social, recreational, vocational and economic opportunities for teens; promote a sustainable local community effort to improve the environment for adolescents; and reduce health disparities related to race, ethnicity, socioeconomic status and geography.
Contractors were awarded contract(s) as a result of the competitive procurement process. This is a six month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
