Single Source Procurement: Community-Based Breast Cancer Support and Wellness Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The Community-Based Breast Cancer Support and Wellness Services contracts provide programming to address the unique needs of breast cancer survivors struggling with the physical, emotional, social, spiritual, financial and other issues related to a breast cancer diagnosis, with the ultimate goal of improving the quality of life for breast cancer survivors. Contractor activities include:

  • Provision of one or more pre-determined community-based supportive, counseling, wellness or educational activities for breast cancer survivors (in treatment or post-treatment), or breast cancer screening promotion and education among community members
  • Promotion, outreach and recruitment of the services
  • Evaluation of the services

The Department of Health Bureau of Cancer Prevention and Control (BCPC) requests a waiver to extend 10 Community-Based Breast Cancer Support and Wellness Services contracts scheduled to end 8/31/16 for six months to a new end date of 2/28/17. This request will allow the Department to release the competitive RFA#1601281136 / Grants Gateway #DOH01-CBSWS1-2016 which is approved and set to release mid-2016. Awards resulting from the RFA will be multi-year contracts with the term 3/1/17 – 2/28/22.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a 6 month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
