Single Source Procurement: Medical Direction and Medical Care in Nursing Homes: Education, Training and Technical Assistance

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health Division of Quality and Surveillance for Nursing Homes and ICF/IIDs in the Center for Health Care Quality and Surveillance (Offices of Primary Care and Health Systems Management) is responsible for ensuring nursing home compliance with federal and State minimum standards for quality of care and quality of life for nursing home residents. The New York State Department of Health publishes on its public website guidelines for the provision of Medical Direction and Medical Care in Nursing Homes. Implementation of the guidelines is voluntary. The Division also partners and collaborates with nursing home associations and nursing homes on quality improvement initiatives.

The New York State Department of Health has made a determination to issue a Single Source Procurement, Contract C029039, to Healthcare Association of New York State (HANYS) to lead a collaborative of organizations that will provide Education, Training and Technical Assistance to 50 Nursing Homes. The Education, Training and Technical Assistance will be offered to Nursing Home leadership teams which include, among others, the administrator, medical director, director of nursing services, and possibly owner/operator or members of the board of directors.

Healthcare Association of New York State (HANYS) was the only qualified organization to respond to the April 10, 2012 Solicitation of Interest.
