Single Source Procurement: Improving Linkage and Access to Hepatitis C Care and Treatment Enhancement

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The NYSDOH AIDS Institute (AI) is enhancing five existing Improving Linkage and Access to Hepatitis C Care and Treatment contracts that were competitively procured to address gaps and improve upon prevention and support services. Funding will be used for strategies/activities related to Ending the AIDS Epidemic (ETE).

The following program enhancements are being requested:

  1. One agency contract from Component A of the RFA, which targets HCV mono-infected persons, will be enhanced on a sole-source basis to implement the PREP-C and HepCure toolkits at select federally qualified health centers (FQHCs) throughout NYS and use eHEPQUAL to evaluate the quality of hepatitis C virus (HCV) care delivered by those providers utilizing the toolkits.
  2. Two agency contracts from Component B of the RFA, which targets HIV/HCV co-infected persons, will be enhanced to award additional funding in order for these agencies to expand their target population to also include HCV mono-infected persons. The largest burden of disease is among persons only infected with HCV. Two additional agencies from Component B of the RFA, which were awarded federal contracts through Health Research Inc. as a result of this solicitation, will now be awarded state contracts in order for these agencies to now begin targeting mono-infected persons.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is an extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
