Single Source Procurement: HIV Drug Resistance Analysis System
This is notification of a single source award as required under Section 142 of the Economic Development Law and Section 163 (1)(h) of the State Finance Law. The New York State Department of Health has made a determination to issue a Single Source contract to Frontier Science Foundation for the development of an information system for the management and analysis of HIV drug resistance laboratory reports submitted to the Department. A competitive procurement was not feasible due the fact that Frontier Science Foundation was the only entity to respond to a Request for Information that met the Department's specifications. The specifications required specialized knowledge of HIV related viral genetics and bioinformatics, as well as high-level computer programming and database management skills.
