Single Source Procurement: Provide an Electronic Legal Research Database Until an Office of General Services (OGS) Contract is Established

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source procurement to Lexis Nexis, PO# 81665, to provide an electronic legal research database until an Office of General Services (OGS) contract is established. A competitive procurement was not feasible due to the critical need for the services and the minimal time expected until the OGS contract is established.
