Single Source Procurement: Medicaid Institute

The New York State Department of Health, Office of Health Insurance Programs received a Contract Reporter exemption request approval to enter into a single source contract with United Hospital Fund of New York (UHF) to further support the development of a source of objective, high quality information and analysis that can assist state government in shaping the Medicaid reform process. United Hospital Fund is the only not-for-profit, independent, analytic entity with New York State Medicaid experience that has the capacity to provide the expertise required by the Department. The Medicaid Institute's activities will concentrate on the core strategic priorities for reforming and strengthening New York's Medicaid program: maintaining beneficiaries' access to needed services; improving the effectiveness and efficiency of service use; and containing Medicaid cost growth. Deliverables may include but not be limited to: data briefs; descriptive policy analyses; long-form qualitative and qualitative reports on specific topics or subpopulations; roundtables or other convening; response to queries from DOH staff; etc. quality information and analysis that can assist state government in shaping the Medicaid reform process.
