Commissioner Appoints Elsie Chun as Legislative Counsel

ALBANY, N.Y. (May 23, 2008) – Elsie J. Chun will join the state Health Department staff on June 5 as legislative counsel, Commissioner Richard F. Daines, M.D., said today.

Ms. Chun will serve as legislative counsel to the Office of Governmental & External Affairs. In this capacity, she will assist in drafting and reviewing legislation.

At present, she is Assistant Director of Intergovernmental and Legislative Affairs at the state Office of Mental Retardation and Developmental Disabilities. Before that, she worked four years as an Associate Counsel to the Assembly Health Committee. She has also been engaged in the private practice of law. She has worked as a law clerk and directed several community-based social service programs in the Albany area.

"Elsie Chun's experience in the Legislature will serve the Health Department well," Commissioner Daines said. "She is a skillful attorney who will enhance our ability to review proposed legislation and negotiate bills."

Ms. Chun, who lives in Slingerlands, earned her bachelor's degree in social work from Cornell University, her master's degree in social work from the Nelson A. Rockefeller College of Public Affairs and Policy at SUNY Albany, and her law degree from Albany Law School.
