Donna Frescatore Appointed Medicaid Director and Deputy Commissioner for Health Insurance Programs
Donna Frescatore has been named Deputy Commissioner of the Office of Health Insurance Programs and director of New York Medicaid, Commissioner Richard F. Daines, M.D., announced today.
Ms. Frescatore has served as Interim Medicaid Director since the resignation of Deborah Bachrach in December 2009. She had been Deputy Director of OHIP since May 2007.
"Donna Frescatore and her staff are the driving force implementing Medicaid reform in New York," Commissioner Daines said. "We have made great strides in expanding Child Health Plus to cover more children, improving the quality of care in Medicaid, and expanding prescription drug discounts to people in need. Our implementation of patient safety improvements, such as ending payments for 'never events,' has been a model for other health insurance programs."
Ms. Frescatore joined the Department of Health in 1998, serving in progressively responsible positions in the Office of Managed Care. She spent 17 years before that in the state Department of Civil Service, where she administered benefits for state and local government employees, including oversight of contracting and auditing functions in the Employee Benefits Division.
