State Awards $18.5 Million for Health Care Workforce Retraining

Portion of Awards Will Assist Employees of St. Vincent's Catholic Medical Center In Transitioning to New Positions

ALBANY, N.Y. (April 16, 2010) – The State Health Department today announced the awarding of $18.5 million in new grants to help train and transition health industry workers for positions where there are shortages or where new skills are needed due to changes in the health care system.

"I am committed to ensuring that the health care needs of the all New Yorkers are met by the best trained, most qualified health care professionals," Governor David A. Paterson said. "This grant program will not only lead to better trained doctors, nurses and technicians, but will help to maintain and improve access to urgent care and general medical services across New York State."

"Maintaining a strong health care workforce is critical to meeting the health care needs of all New Yorkers," said State Health Commissioner Richard F. Daines, M.D. "As one of New York's largest employment sectors, health care workers are also important to our economy. These grants will help health care workers train for and transition to new positions as the health care market continues to change in response to patient needs and preferences, new technology, and the trend toward more outpatient delivery of care."

Commissioner Daines noted that the funding comes at a critical time for employees of St. Vincent's Catholic Medical Center in New York City, who will benefit from grant-funded efforts to help them relocate. "A portion of the funding will be used to retrain and transition employees of St. Vincent's hospital to new positions in the health sector as that hospital prepares to close," Dr. Daines said.

The two-year grants are funded through the State's Health Care Reform Act and are the sixth round of awards that have been awarded since the Health Care Workforce Retraining Program's inception in 1996. The grants will assist hospitals, nursing homes, home care agencies, other health care facilities, labor unions, colleges, schools of nursing and other educational institutions in training and transitioning health care workers to new positions.

The awards will support the training of nurses, nurse specialists, nurse leaders, field epidemiologists, long-term care and home care personnel, occupational and physical therapists, technicians, technologists, social workers, dental personnel and pharmacists as well as health care workers in medical and electronic health records, coding and billing, computer training and rehabilitation services. The funds will also be used to expand educational capacity for occupations where training opportunities have been limited by the lack of faculty, clinical instructors or clinical affiliation slots.

According to new data from the State Department of Labor and the Center for Health Workforce Studies at the University at Albany, the health sector accounted for 11.5 percent of total employment in New York in 2008. Between 2001 and 2008, the health sector in New York grew by more than 14 percent while the remaining employment sectors grew by slightly less than one-half of 1 percent.

In 2008, more than one in nine jobs in New York was in the health sector. Employment in home health care grew the fastest among health sector jobs, while employment in ambulatory (outpatient) care also increased.
