Dear Administrator Letter: Launch of NYSDOH Electronic Certificate of Need application system (NYSE-CON), January 6, 2011

Dear Administrator:

On December 21, 2010, the New York State Department of Health launched the Electronic Certificate of Need application system (NYSE-CON).

Among the benefits of NYSE-CON is convenient access to a listing of older CONs that have been approved but not closed. This means that the Department has no record of these CONs being completed. These applications are listed with one of the following project status designations:

  • Contingent Approval Letter Sent
  • Must Request Permission to Start Construction
  • Permission to Start Construction Granted
  • Under Construction
  • Partial Completion
  • Told to Contact Area Office.

To assist us in updating the NYSE-CON database, we are asking you to review your records for any CON applications approved for your facility prior to 2007, to determine if they appear in NYSE-CON with any of the designations listed above. The NYSE-CON database can be accessed at: https://apps.health.ny.gov/facilities/cons/nysecon/Home.action.

If you note such project statuses for your facility's/agency's project(s), please inform this office as to whether the project(s) has been completed and if not, whether you intend to complete the projects in question. If the project(s) has been completed as approved, please advise us of the date of its completion and submit any appropriate documentation. Send this information to:
