New York "State 30" J-1 Visa Waivers

The Department of Health operates the New York "State 30" Program as authorized under federal Public Law 103-416. Under this program, the state can sponsor up to thirty physicians annually who hold J-1 visas and who seek waivers of the home residence requirement. In return, these physicians must agree to practice in, or serve, federally designated underserved areas of the state for a period of three years.

While the New York "State 30" Program is available to all physicians on J-1 visas willing to practice medicine in, or serve, federally designated underserved areas, priority will be given to those who:

  • propose to practice in federally designated Health Professional shortage Areas;n
  • are not eligible for J-1 visa waivers from other sponsoring agencies (including, but not limited to, the Appalachian Regional Commission and the U.S Department of Health and Human Services) for practice in New York State; and
  • propose to practice at sites that document a high volume of services to underserved or special populations.

Other applicants will also be considered based on documentation substantiating need for the physician in the area where the practice is proposed.

The deadline for "State 30" waivers available for 2012 has already passed. However, the information bulletin outlining the Department's selection process and program and application requirements for the 2013 cycle will be available beginning in August 2012.
