Letter to Distributors of Controlled Substances
To all Distributors of Controlled Substances:
Effective July 1, 2010, the New York State Department of Health, Bureau of Narcotic Enforcement will require all distributors, including manufacturers and importers authorized to distribute controlled substances, to submit information from the sale of controlled substances. Such information shall be filed electronically with the Bureau of Narcotic Enforcement by the 20th day of the month following the month of the sale of the controlled substance. Therefore, sales information for the month of July 2010 must be reported no later than August 20, 2010.
An online Health Commerce System (HCS) account is required to electronically submit the controlled substance sales information. In order to ensure timely compliance with the new reporting requirement, a request to establish an account should be made as soon as possible.

Distributors may begin transmitting controlled substance sales information April 1, 2010 for sales transactions occurring in March 2010. However, all distributors are required to transmit the information by August 20th, 2010 for July sales transactions.
