New York State Health Care Reform Act (HCRA)

Notice to Designated Providers, Electing Payors and TPAs Concerning Annual 2004 and Monthly 2005 Hardcopy Reporting Forms

As you are aware, modifications to the New York Health care Reform Act (HCRA) enacted by Chapter 62 of the Laws of 2003, require all electing TPAs and most electing monthly payors to file Public Goods Pool reports electronically for reporting periods commencing on and after July 1, 2004. Further, designated providers of service are required to file Public Goods Pool reports electronically for reporting periods commencing on and after January 1, 2005. Hospitals are also required to file the 1 percent Statewide Assessment report electronically for reporting periods commencing on and after January 1, 2005.

As a result of electronic filing mandates, hardcopies of the Public goods Pool reports will only be mailed to payors who qualify for annual filing in 2004, and to monthly payors whose elections are effective on and after January 1, 2004. If you find it necessary to generate hardcopy reports and instructions the appropriate forms are available on this website.

If you have yet to obtain a secure user ID and password allowing you to submit reports electronically, please access the Office of Pool Administration's website at www.hcrapools.org.

If you have any questions concerning electronic filing, please contact the electronic filing help desk at (315) 671-3800 or via e-mail at webpools@hcrapools.org.
