Hospital Inpatient Discharges

2009 Reporting Data Completeness Issues

The 2009 Inpatient Annual Report was completed using data reported as of 12/1/2010. The completeness of the SPARCS data is based on two reviews: the SPARCS Annual Reconciliation Process and a comparison to the Institutional Cost Report (ICR) as supplied by the facilities to the Department of Health. At the conclusion of the 2009 SPARCS Annual Reconciliation Process, the following inpatient facilities reported two or more months below their expected target of monthly discharges.

        Discharge Count by Year*
Name   PFI   Previous-2008 Current-2009   Comment
St. Luke's Cornwall Hosp Cornwall Div   0698   3,474 2,232
Albert Lindley Lee Memorial Hosp   0724   1,797 0   Closed effective September 2009
Community Hosp Dobbs Ferry   1124   1,756 1,319   Low discharges April, May and August - December
Lutheran Medical Center   1304   35,623 26,204

As of 2/15/2011, the 2009 total inpatient discharges collected by SPARCS were 100% of the total discharges reported on the ICR. This indicates that the 2009 SPARCS inpatient reporting is 100% complete.

NOTE:  *The facilities listed above reported 75% or less of their previous year's discharges.

NOTE:  The 2009 data file used for the annual report reflects all inpatient discharges received as of 12/1/2010, the date of the report.

2007 Reporting Data Completeness Issues

The 2007 Inpatient Annual Report was completed using data reported as of 12/1/2010. Starting in 2007, the completeness of the SPARCS data added the review of the SPARCS Annual Reconciliation process. This process compared each facility's monthly submission to a target based on the previous year's submission. (The target is calculated by taking 80% of the previous year's monthly average. February and December target is set using 75% of the monthly average). At the conclusion of the 2007 SPARCS Annual Reconciliation Process all inpatient facilities were reporting at or above their expected target of monthly discharges. In addition to the Annual Reconciliation review, the completeness of the SPARCS data is compared to the Institutional Cost Report (ICR) as supplied by the facilities to the Department of Health. As of 2/15/2011, the 2007 total inpatient discharges collected by SPARCS were 102% of the total discharges reported on the ICR. This indicates that the 2007 SPARCS inpatient reporting is 100% complete.
