Immunization Reporting For New York City Providers

Immunization reporting is given as a public health reporting option for Meaningful Use. Providers should perform at least one test of data submission and follow-up submission to qualify for this option.

Immunization- Meaningful Use Requirements

Objective: Capability to submit electronic data to immunization registries or immunization information systems and actual submission according to applicable law and practice.

Measure: Performed at least one test of certified EHR technology's capacity to submit electronic data to immunization registries and follow up submission if the test is successful.

  • Final Rule Certification Language: Capability to submit electronic data to immunization registries or immunization information systems and actual submission according to applicable law and practice.
  • Vocabulary:
    • HL7 Standard Code Set CVX—Vaccines Administered, July 30, 2009 version.
  • Content Exchange Standards and Implementation Specifications:
    • HL7 2.3.1. Implementation specifications: Implementation Guide for Immunization Data Transactions using Version 2.3.1 of the HL7 Standard Protocol Implementation Guide Version 2.2.
    • HL7 2.5.1. Implementation specifications: HL7 2.5.1 Implementation Guide for Immunization Messaging Release 1.0.
  • Exclusions:
    • Eligible Professionals, Eligible Hospitals, and Critical Access Hospitals qualify for an exclusion if:
      • They administer no immunizations during the EHR reporting period OR
      • No immunization registry has the capacity to receive the information electronically

Immunization - Meaningful Use Testing Process

If your organization is interested in testing for meaningful use certification, please email the following items to cir@health.nyc.gov:

  • Organization Name and Address
  • Individual NPIs or Medicare Certification Number
  • CIR Facility Code, if previously registered with CIR
  • Contact Person Name, Title, Email address, Phone number
  • EHR Name and Version number
  • Version(s) of HL7 supported by your EHR
  • Can your EHR already create a VXU message (any version of HL7)?
  • Sign and fax back (or scan and email) the Vendor/HCP CIR Confidentiality Statement.
  • For practices that provide services to individuals > 19 years of age, can your EMR flag patients who have signed voluntary consent to have their immunizations reported to the CIR? See the NYC Health Code immunization reporting requirements and sample consent.

When the CIR has received all necessary information, a test account will be created for your practice. Use the test environment to do preliminary testing to meet meaningful use requirements and view the web service responses to your submissions.

If you intend to continue regular submissions to the CIR through your EHR, contact the CIR to set up an official test. Submit one month of immunization data to the CIR test environment through the HL7 web service. CIR staff will provide feedback on the submissions and identify any significant reporting issues. Make the necessary corrections. Once these issues have been resolved, a second month of immunization data should be sent through the test environment for final review and certification for reporting by CIR staff.
