Registration of Intent

Eligible Professionals and Eligible Hospitals in New York State, including New York City, that intend to meet the Stage 2 Public Health Measures must register with the New York State Department of Health within 60 days of the start of their Reporting Period using the Meaningful Use Registration for Public Health application.

Registration is the first step in meeting the Stage 2 Meaningful Use Public Health Measures.

Please note: Registration with Public Health is not the process to register for the Medicare and/or Medicaid EHR Incentive Program. All providers looking to participate in the EHR Incentive Program must register within the CMS Registration and Attestation System.

Obtaining an HCS Account

The individual completing the registration survey will need a Health Commerce System Account. For detailed instructions on obtaining an HCS Account, see the Quick Reference Guide.

Access the Registration System:

  1. Log into HCS: https://commerce.health.state.ny.us
  2. Click on the Applications tab
  3. Click on the letter M
  4. Click on Meaningful Use Registration for Public Health
