Registration of Intent

Eligible Professionals and Eligible Hospitals in New York State, including New York City, that intend to meet the Stage 2 Public Health Measures must register with the New York State Department of Health within 60 days of the start of their Reporting Period.
Registration is the first step in meeting the Stage 2 Meaningful Use Public Health Measures.
NYSDOH is only able to register Eligible Hospitals at this time and will begin accepting registrations from Eligible Professionals on Jan 1, 2014.
Please note: the "Registration of Intent" is not the process to register for the Medicare and/or Medicaid EHR Incentive Program. All providers looking to participate in the EHR Incentive Program must register within the CMS Registration and Attestation System.
A HERDS survey has been created on the Health Commerce System (HCS) for Eligible Hospitals to register their intent. See detailed instructions below.
Obtaining an HCS Account
The individual completing the registration survey will need a Health Commerce Account. If you do not already have an account you should contact your HCS Coordinator.
If you do not know your coordinator or need to reset your password contact the Commerce Accounts Management Unit (CAMU) at: 1-866-529-1890 (select option 1) or send an email to firstname.lastname@example.org.

Once you have an HCS account, your HCS Coordinator will need to assign you to one of the following HCS roles in order to complete the survey:
Note: Only one person from your organization needs to fill out the survey. Each person in your organization will be viewing the same survey for your site.

You will receive a confirmation of your registration within one week of completing the registration survey. The confirmation will be sent via email and will include additional information about how to proceed.
