20   If consent becomes too frequent and cumbersome, the desired intent of the consent will become secondary to the process of obtaining it. Allow consumers the option to authorize release of their information to all providers (which are covered entities under HIPAA) participating in the exchange.
20   Multiple consents are too cumbersome and will simply delay or discourage providers as well as patients. Once a provider in one organization has received patient consent to access a patient's information, also allow his / her access to that patients information at any facility that the patient receives care.
20     Standardized consent forms should indicate the benefits of participating in the RHIO.
