Dear Administrator:

RE: The 1 Percent Enhancement for Personal Care and Fiscal Intermediaries/Consumer Directed Rates Effective April 1, 2022

This letter is in regard to your Personal Care (PC), Fiscal Intermediaries and/or Consumer Directed (CD) Medicaid reimbursement rates effective April 1, 2022. The State Fiscal Year 2022-23 Enacted Budget provided for a 1 percent increase in provider reimbursement rates retroactive to April 1, 2022. This rate increase would normally be applied to the January 1, 2022 rates. However, because the January 1, 2022 rates are under development, the Department of Health is utilizing the latest available rates on eMedNY (January 1, 2021 for personal care and April 1, 2021 for CDPAP) to apply the 1 percent increase.

Once the January 1, 2022 rates are finalized, the Department will recalculate and reconcile the 1 percent initially calculated on the January 1, 2021 PC and April 1, 2021 CD rates and apply it to the 2022 rates.

The provider-specific rates have been posted on the DOH website for your information at:

The payment for the April 1, 2022 rates to effectuate the interim 1 percent increase will be made in Cycle 2349 with a check release date of September 14, 2022.
