Sole Source Procurement: Evaluation of Hand-Held Biohazard Identification System

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The Division of Infectious Diseases' Biodefense Laboratory serves many unique roles within the Department of Health. The lab's highest priority is to ensure bioterrorism preparedness and response and is tasked with responding to biothreats at the highest level. The laboratory also participates in numerous outreach activities including training of first responders and support teams, evaluation of equipment available for use in the field, and research of new technologies for the detection of select agents, etc.

This sole source procurement will enable the Department of Health the opportunity for evaluation of a hand-held biohazard identification system for its potential use in bio-threat field responses by first responders in New York State. This evaluation will be used to determine the specificity, robustness, and sensitivity of this system available by first responders for front line detection of biothreat agents.
