Single Source Procurement: Integrated Cancer Services Program Breast, Cervical and Colorectal Cancer Screening Partnerships

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source Procurement to temporarily extend contract(s) C023388, C023429, C023424, C023465, C023725 & C023726 with multiple contractors (see attached list). The New York State Department of Health (NYSDOH), Center for Community Health, Division of Chronic Disease Prevention, is seeking approval to extend the current three contractors serving Allegany, Cattaraugus, Genesee, Orleans and Niagara Counties for up to another eight months, from November 1, 2013 through June 30, 2014. An RFA will be re-issued to procure contractors for those five counties, anticipated for release in Fall 2013 for awards beginning April 1, 2014 and ending March 31, 2018.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is an Eight-month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
