Single Source Procurement: Development of Electronic Health Records Aimed at Physicians in Rural Areas and in Solo and Small Group Practices
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health has made a determination to issue a Single Source contract to the Medical Society of the State of New York (MSSNY), C024582, for the development of electronic health records aimed at physicians in rural areas and in solo and small group practices. A competitive procurement was not feasible due to MSSNY's unique role in the medical community as well as its current infrastructure that can be used easily to achieve the project's objectives.
