Single Source Procurement: HIV/STD Prevention Services Targeting Young People and Men who have Sex with Men (MSM)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

New York has been a leader in the provision of HIV prevention, care and support services since the early days of the epidemic. Working with community based health and human service providers as partners, the AIDS Institute has responded to a myriad of challenges over the years, to ensure that high quality HIV prevention programming is available and utilized by those most in need. The Division of HIV/STD/HCV's current providers and initiatives have successfully decreased the spread of HIV by implementing prevention services in key populations and geographic areas. The highest rates of HIV infection are seen in the populations and communities supported by these initiatives.

Services for Young People support community-based programs designed to address the HIV, STI (sexually transmitted infection) and unintended pregnancy prevention needs of young people (ages 13 to 24) through youth leadership, community engagement and community change. The overall goal of Prevention services for MSM population is to increase access to high quality HIV/STD prevention and related services for Gay Men/MSM of color in communities in New York State most affected by HIV and STD transmission. The New York State Department of Health, AIDS Institute is requesting a 2 month extension on contracts funded under the HIV/STD Prevention Services targeting Young People and MSM Initiatives. An additional 2 months is needed due to a delay in the re-solicitation of this funding.

Contractors were awarded contracts as a result of the competitive procurement process. This is a 2 month extension of the contracts under the same terms, conditions, and pricing authorized under the existing contracts. The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
