Single Source Procurement: Comprehensive Adolescent Pregnancy Prevention (CAPP)/School Based Health Center Program (SBHC)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The purpose of this CRER is to request approval from the Office of the State Comptroller (OSC) for a transfer of C026979 Comprehensive Adolescent Pregnancy prevention (CAPP) and C022459 School Based Health Center (SBHC) contracts from Lutheran Family Health Centers/Lutheran Medical Center to Sunset Park Health Council, Inc., d/b/a NYU Lutheran Family Health Centers. As of January 1, 2016, Lutheran Medical Center no longer exists as a separate entity and changed their tax payer ID number to that of Sunset Park Health Council.

The Comprehensive Adolescent Pregnancy Prevention (CAPP) Program is a statewide adolescent pregnancy prevention initiative to develop and expand primary prevention programs to reduce the risk of initial and repeat pregnancies, sexually transmitted diseases and HIV.

The School Based Health Center (SBHC) Program provides accessibility and availability of quality, comprehensive health care services to pre-school through secondary school students. The SBHC program provides primary and preventive care, chronic disease management and mental health services to students in high-need areas of NYS. School based health centers provide direct patient care to students.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is an assignment of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s).
