Single Source Procurement: Comprehensive Adolescent Pregnancy Prevention

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source Procurement to assign the current contract with Threshold Center for Alternative Youth Services (C027010) for the Comprehensive Adolescent Pregnancy Prevention (CAPP) #1007301230 initiative to Community Place of Greater Rochester (C027010A).

The assignment of the Comprehensive Adolescent Pregnancy Prevention contract to Community Place of Greater Rochester will allow the adolescent pregnancy prevention services currently being offered by Threshold Center for Alternative Youth Services to continue for six months without interruption. In the interim, an announcement will be published in the Contract Reporter announcing the availability of funding to ascertain if there are eligible organizations interested in implementing the CAPP initiative to serve high-risk youth in ZIP codes 14605, 14609 and 14621 (Threshold's current catchment area). Period of funding will be from 7/1/2014 through 12/31/2015. A letter of interest will also be mailed to eligible organizations in Monroe County to announce the availability of funding. If multiple organizations submit a letter of interest, a targeted RFA will be released.
